About The Organization:

Bright Future & Welfare Organization (BFWO) is a Kabul based non-government (NGO), not-for-profit (NPO), independent, civil society organization (CSO) founded by a group of dedicated public health, curative medicine, education, and management experts. It is registered with the Ministry of Economy of Afghanistan under license number 5379, which follows the NGO and other applicable laws of the country, the approved Article of Association (AoA), and donors guidelines. BFWO is an Afghan NGO that operates in the health and education sectors to serve community health promotion, managing and responding to the emerging health crises, public health safety, literacy, and education across Afghanistan. The NGO also works for the development and relief of marginalized communities to achieve social and economic prosperity and improve humanitarian and social capital through delivering health & social, educational & livelihood services, especially to the vulnerable and marginalized societies and communities of Afghanistan.

Objective:

The Administrative and Finance Assistant establishes and maintains efficient administrative systems and control mechanisms to support the smooth running of the project operations and ensure compliance with administrative, human resources and financial rules and procedures. Admin and Finance will provide support and guidance to the projects particularly the operations department with the task related to accounting, budgeting, procurement and financial management to insure full compliance with rules and regulations of financial process, financial records and reports and audit follow up, and implementation of the effective internal control framework by support of Head Office, Admin and Finance Directorate.

The main activities for this project are:

  • Managing day-to-day human resource, financial and administrative functions of the office.
  • Ensure compliance with financial internal controls, and ensure that transactions are processed and assets managed in accordance with BFWO Financial Rules and Regulations
  • Prepare monthly/annual accounts closure, including bank reconciliations and submission of timely and accurate reports to Finace departement.
  • Oversee recruitment and appointments of local General Service staff, and administer field staff entitlements and claims.
  • Support the office on audit, financial risk management and fraud prevention issues.
  • Responsible for planing, organizing and managing the finance and administration process for the project.
  • Ensuring that project expenditures are adequately tracked according to the agreed project budget in close coordination with Admin & Finance director.
  • Manage Staff Salary, leases and subcontractor payments on schedule.
  • Plan and manage employees time-sheets.
  • Schedule tax payments strictly on time.
  • Organize weekly and monthly internal audits and reporting to the Finance Department.
  • Monitor and report on accounting discrepancies.
  • Preparing in a timely manner accurate financial reports as required by the donor or for internal monitoring processes.

Requirements and Qualifications:

  • University degree in a relevant area such as finance, accounting, business administration, economics, management and/or related field.
  • Experience in QuickBooks and excellent computers skills, particularly with MS- Office Package.
  • Experience and ability of Afghan Taxation System rules and regulations implementation according to the schedule.
  • Ability to critically review and improve financial management and expenditure monitoring systems to increase accountability.
  • Excellent interpersonal and communication skills.
  • Fluent in English. Have good command of English language both written and spokenAble to work in a fast-paced environment.
  • At least two years of experience in administration and finance of national NGO projects, espetially MHNT
